Smart Cities, Dumb Infrastructure: A Framework for Public-Private Partnerships

Despite two decades of federal efforts and funding, smart city technology has had limited deployment. Many smart city projects get derailed by controversies over public and private use of smart city network data and local government permissions to install infrastructure. Since the COVID-19 pandemic, the federal government has allocated more money for broadband networks and smart city deployments. However, to accelerate smart city deployment, there needs to be clearer distinctions between “public” and “private” construction and management of networks. A possible model is a public-sector focus on "dumb infrastructure" and a private-sector focus on smart city devices and services, mediated by public-private partnerships. In this model, local governments limit their management and oversight to “dumb infrastructure” issues, like granting access to roadside infrastructure and preventing anticompetitive exclusion from utility poles and right-of-way real estate. The commercial sector, on the other hand, should have a free hand in device installation, service offerings, and data use. Some states and cities have taken steps towards this approach in recent years for broadband and connected vehicle deployments, including state laws encouraging the leasing of dumb infrastructure in Arizona and local efforts in Nebraska and Colorado. This session will analyze these examples and discuss the "dumb infrastructure" model to improve the viability of infrastructure projects like smart city and broadband networks. Recommendations will aid policymakers and companies considering how to accelerate smart city deployments.

How V2X Can Make Smart Cities "Smarter"

Over 75 percent of bicycle road fatalities happen because drivers just don’t see smaller vehicles. On-board car sensors help a lot to cover blind spots, but under certain conditions the warnings come too late. Laszlo can explain how V2X not only provides a real-time data flow between traffic participants in a wider area, but this technology has the added benefit of seeing through walls.  Additionally, he can explain the benefits of V2X, how it can make smart cities smarter, and busy traffic intersections safer, through having: vehicles equipped with V2X onboard units which can share sensor data with each other, increase safety and coordinate automated maneuvers that would otherwise be impossible; and enable a safe shift toward self-driving vehicles when smart infrastructure deployed by cities and road operators have on-board artificial intelligence making the best possible decisions from several data sources.

Driving Sustainability through Smart Building Management enabled by Low Power Wide Area IoT Networks

One of the major challenges of company leadership today is how to drive a program to attain Environment Sustainability Goals. One of the major contributors centers around use of energy and responsible resource consumption. One the low hanging fruit opportunities to help contribute to reducing a company’s carbon footprint is to reduce energy consumption within buildings. According to the US Energy Information Administration, buildings account for 28% of total US energy consumption in 2021. Given the slow return to work after the pandemic, many companies are adopting a hybrid work from home/office option for employees. This means that only a % of desks, meeting rooms, and common areas will be used at any given time. There is also the uncertainty around whether this trend will be perpetual further frustrating space and capacity planners raising a number of questions: How much of my space is being used at any given time? What are the trends on a per day, per week, per month basis? Are the usage hours different than before the pandemic? Is meeting space still utilized to the same levels or are individual phone booths more in demand? Do restrooms need to be serviced at the same frequency? How many facilities staff do I need to maintain for onsite service and maintenance? These are just some of the lingering questions. Fortunately the Internet of Things (IoT) offers solutions to address these problems today. Desk and Room occupancy sensors can detect when people are sitting at their desk or in meeting rooms. People counters (without cameras) can be placed in restrooms, open spaces, and meeting rooms to count number of people in any given space. Leak sensors can be placed into sinks, toilets to pre-emptively detect leaks. Maintenance and servicing can be done on an as-needed basis vs. schedule based. Together these use cases can in aggregate deliver thousands of dollars in OPEX savings every month! In this session you will learn how all of these can be deployed today with off the shelf sensors using Low Power Wide Area Network technology that is standardized which can communicate independently of corporate networks, avoiding the need for configuring firewalls or introducing new security threats.

Smart Street Lights, Gunshot Location, and Greenhouse Gases Monitoring using Private Wireless Licensed IoT Spectrum Supports a Wide Range of 4G and 5G Applications. As cities continue to add wireless monitoring and control to various devices to make daily life more efficient for residents and workers, private networks are supporting an increasing number of these applications. Newer technologies – including those originally developed for 4G and 5G commercial cellular networks – are now being implemented for IoT and smart city applications. Narrowband IoT “NB-IoT” is one such technology which has been designed to support vast numbers of remote devices for smart city or industrial applications. The panel will describe how licensed radio systems provide increased security, freedom from RF interference and support for high-performance and low cost standardized technologies. Whether licensed or unlicensed, picking the right frequency is a fundamental and often challenging step in planning and deploying a wireless network or application. The panel will discuss leading applications for wireless IoT and advantages and disadvantages of the relevant frequencies for IoT applications.

The student can learn by doing and they can put all knowledge in practical. The program is supported by 9 axes: ICT; Urbanization; Education and Culture; Energy; Mobility and Security; Health and Quality of Life; Industry and Business; Environment and Governance Area. It counts with several Innovation Labs focus on ESG and technology. Since 2016, more than 340 projects were developed such as: infrastructure networks and the Internet; FabLab; Integrated Security System; Smart Water; Photovoltaic Energy: On and Off grid System; Energy Efficiency; Waste Management; Weather Station; Parking Management; Central Monitoring Dashboard, Industry 4.0 Lab, 5G solutions for industry and cities, everything integrated to our “Supervisory” that is a Dashboard that takes care of the Campus, so we can apply Artificial Intelligence, IoT, computer vision, RFID, AIDC and take action to support our students, professors, industries and community. The program received many awards, like the “Top Educacional - ABMES”, and the “Innovation Award of GS1” in education category, also in 2016; “Smart City UK” in 2017 in London; in 2018 “Best IoT Implementation Europe IdTechEx in Berlin” and Top of Academy – RFIDBR 2018. Because of it, we were selected by Qualcomm we received the first IoT Reference Center in Latin America. In 2019 we received the award Inova Cidade; in 2020 and 2021 Green Metric and in 2021 were recognized as The First IoT Reference Center and 4.0 Technologies with the Ministry of Science and Technology from Brazil and the first 5G plant.
